The man in the photograph is a Politischer Leiter (= Political Leader) of the NSDAP.
His collar patches are of the 1st pattern introduced in 1933 and used until 1934 and denote the rank of Zellenwart (= Cell Warder). (Double “L”-shaped lace was also used on some of the 2nd and 3rd pattern collar patches, but the collar patches in the photograph can be identified as the 1st pattern because of the facts that 1.) the braid is cut shorter on the collar patches’ horizontal length than it was on the later patterns and 2.) that the patches are unpiped.)
His cap is a kepi of the SA style, which was also used by NSDAP officials up to late 1933, when a new type of peaked cap in the “armed forces style” was introduced.
The furnishings of his cap, by the way, are non-regulation: Normally he should be wearing a twisted cord chinstrap and silver cord upper piping, but at this early stage the Nazi uniforms had not yet attained the standardization of later years. (Or maybe he even borrowed an SA cap for a spontaneous snapshot taken when his own cap was, for some reason, not at hand – who knows…?)
Anyway, to sum it up: He’s an NSDAP Zellenwart and the photograph was taken in 1933. (Or maybe 1934, as there surely would have been a transitional period until the new insignia and caps had been generally introduced throughout the whole NSDAP system.)

Klopt helemaal....

The furnishings of his cap, by the way, are non-regulation: Normally he should be wearing a twisted cord chinstrap and silver cord upper piping, but at this early stage the Nazi uniforms had not yet attained the standardization of later years. Wordt gek van dat inloggen!!!!
Trouwens Miesjel..

Alleen mijn budget houd me nu nog tegen

Maar nog even een vraagje;
Alvast bedankt, Michel
